Who was the developer of the whitby west cliff estate?

The Whitby Seagull Facts: George Hudson (aka "the railway king") was a wealthy man and famous for the building of railways. The west cliff estate which comprises the hotels, bed and breakfasts and boarding houses was built from 1848 onwards.
